Who asks the questions?

During an informal hearing, the informal hearing officer will ask you the questions. A competent lawyer will make sure you understand those questions before your hearing. At a formal hearing, your lawyer can ask the questions. Again, if you don’t have a lawyer, or your lawyer doesn’t know the questions or doesn’t want to do the questioning, the Secretary of State will almost always have a lawyer representing them, who will ask the questions.
